On 12 September, the Cabinet of Ministers (CoM) issued an order “On the transfer of state movable property to Ukraine free of charge”, which provides for the transfer of 12 unmanned aerial vehicles (drones) to the National Police of Ukraine free of charge.  
In order to continue to provide the necessary support to Ukraine, the Ministry of the Interior, the State Police (SP) and the State Fire and Rescue Service (SFRS) are monitoring the current situation in Ukraine and are in contact with Ukrainian government institutions. 
The delivery of the shipment of drones handed over by the SP and the SFRS to Ukraine will be organized by the SFRS. The expenses related to the transportation of the drones will be covered within the framework of the State budget allocated to the Ministry of the Interior.
According to the CoM Regulations, State movable property shall be transferred free of charge to foreign governments or intergovernmental organizations by means of a written agreement. If, for objective reasons, it is not possible to conclude the said agreement, State movable property may be transferred free of charge to foreign governments or intergovernmental organizations by means of other documents evidencing the transfer and acceptance of State movable property.
The war waged by the Russian Federation against Ukraine has created exceptional circumstances in which the possibilities of the Ukrainian authorities to assess and mutually agree on various documents, including agreements, related to incoming aid shipments have been undermined. The drafting, translation and negotiation of such an agreement would take considerable time, but there is a need to provide assistance to Ukraine as soon as possible. In order to reduce the administrative burden on the Ukrainian side, as well as the need for rapid action in the provision of assistance to Ukraine, the Ministry of the Interior deems it necessary to make an exception and transfer the drones by signing a transfer and acceptance deed.
