The Ministry of the Interior is the leading institution in home affairs sector which includes such subsectors as fight against crime, protection of public order and security, protection of individual rights and lawful interests, state border security, fire safety, fire security, rescue, civil protection, record keeping and documentation of population, as well as migration.

Operation of the Ministry is directly subordinated to the Minister of the Interior.

The Minister of the Interior performs political management of the Ministry and is responsible for his or her actions to the Parliament. The Minister gives orders to the State Secretary and political officials, as well as to officials and employees of the ministerial management and employees of the state administration institutions that are subordinated to either the Minister or the Ministry. The Minister has the right to issue legislative acts which are binding for these officials and in the scope of his or hers competence performs oversight of actions of the state administration institutions that are subordinated to either the Minister or the Ministry. The Minister can annul internal legislative acts, decisions and orders made by Parliamentary Secretary, State Secretary and other officials and employees of the ministerial management and employees of the state administration institutions that are subordinated to either the Minister or the Ministry. The Minister also appoints and releases State Secretary of the Ministry and Heads of the state administration institutions subordinated to the Ministry, determines the internal audit system in the Ministry, concludes international treaties according to the instructions given in external legislative acts and carries out other functions foreseen in legislative acts.

The administrative manager of the Ministry is State Secretary, who ensures the continuity of Ministry’s operation if the political management of the Ministry has changed. The State Secretary organizes development of sectoral policy and strategy and implementation of sectoral policy, leads the administrative activities of the institution and ensures that the Ministry fulfils its functions, forms such a structure of the Ministry that is suitable for carrying out its functions, plans financial resources of state administration institutions that are subordinated to the Ministry, makes administrative decisions and issues internal legislative acts, gives direct orders to the officials and employees of ministerial management and carries out other functions foreseen in the State Administration Structure Law and other legislative acts.
