In connection with the threat e-mails received by many Latvian educational institutions and preschools, the State Security Service (VDD) reiterates that the terrorism threat level in Latvia is low. The State Security Service has no information to suggest that the terrorism threat level needs to be raised.

The VDD confirms that there is no reason to be alarmed by the threat letters received. The Service calls on the public not to be provoked and to remain calm.

In the current geopolitical situation and in the context of hybrid warfare, it cannot be excluded that these activities are being carried out by countries unfriendly to Latvia. In the assessment of the Service, the aim of such activities is to increase the sense of fear in society by increasing psychological pressure on various groups in Latvian society and artificially creating tension in order to destabilize the situation in the Latvian state.

The case is being investigated by the State Police, which has initiated criminal proceedings under Section 2311 of the Criminal Law for knowingly making a false report on placing or locating of explosive, poisonous, radioactive or bacteriological substances or materials or explosive devices. The Service shall, in accordance with its competence, provide the necessary support to the State Police in the investigation.
