On 11 October the Cabinet of Ministers adopted the amendments to the order, clarifying the amount of revenues from the principal state budget from fines, imposed by the State Policy for violations of road traffic that are and will be recorded by technical means, including speed cameras. At the same time, the funding is provided to cover expenses related to provision of operation of technical means for road traffic safety also further on.

The above-mentioned order permits the Ministry of the Interior to assume long-term obligations for provision of operation of technical means for recording of road traffic violations. 

Like so far, the state joint stock company Road Traffic Safety Directorate will ensure the operation of 100 stationary speed cameras installed on roads. 100 stationary speed cameras ensure recording of the road traffic violation - exceeding of the permitted driving speed.   

The State Police currently uses for improvement of the road traffic safety also 12 portable speed cameras and 1 recording system for violations committed in road traffic, which is provided also for reading of the licence plates of vehicles, on the roads of Latvia, except 100 stationary speed cameras

It is planned that gradually during the year 2023, the state joint stock company Latvian State Roads will install 16 average vehicle driving speed measurement systems, as well as will adapt 4 meteostations for recording of violations committed in the road traffic.

Considering that the number of technical means on the roads will increase as of 2023, the work scope will significantly increase for the State Police. The employees of the structural units of the State Police, being responsible for conducting the administrative violation proceedings in the cases on violations, recorded by technical means, are overloaded already now. Therefore, due to the increase of the work scope, 15 work positions will be established in the State Police for provision of the administrative proceeding as of 1 January 2023.

The estimated amount of revenues in the principal state budget from fines, imposed by the State Police for violations in road traffic by stationary technical means, is as follows: in 2022 - 9,681,598 euro; in 2023 - 8,407,888 euro; in 2024 - 7,793,732 euro, in 2025 - 6,973,319 euro, but in 2026 and each subsequent years - 2,175,472 euro.

In order to ensure operation of technical means, as well as to apply fines and ensure their execution, expenses are planned for the State Police and the Information Centre of the Ministry of the Interior in the following amount:

  • for budget sub-programme 06.01.00 “State Police” in 2022 - 2,010,343 euro, in 2023 - 3,717,115 euro, in 2024 - 3,634,586 euro, in 2025 - 3,554,622 euro, in 2026 and each subsequent years - 1,285,597 euro;
  • for budget sub-programme 02.03.00 “Maintenance and management of the uniform communication and information system” in 2022 expenses are planned 40,073 euro, in 2023 - 80,338 euro, in 2024 - 104,838 euro, in 2025 - 97,938 euro, but in 2026 and each subsequent year - 59,838 euro.
