On Tuesday, August 18, the Minister of the Interior Sandis Ģirģens presented to the Cabinet of Ministers the informative report of the Ministry of the Interior on the establishment of the information system “Information System for the Control of Immigrant Records (IECIS)”. This system will be designed to digitize existing migrant surveys during Covid-19 and will be developed by the Information Center of the Ministry of the Interior. When the new system is introduced, migrants will have to fill in a questionnaire through a specific website with the necessary personal information required by the services for epidemiological security. After filling in the digital questionnaire, a personalized QR code will be created and assigned to each person. The system will provide support in daily work and facilitate cooperation between the responsible services - the State Police, the State Border Guard and the Center for Disease Prevention and Control.

            "In order to improve the current process of surveying immigrants during Covid-19, as well as to reduce the bureaucratic burden on people, we decided to propose the creation of an innovative digital tool based on QR codes and facilitate the work of services. The system will save not only time, but also human and financial resources. It will be an automated and easy-to-use tool for both the responsible authorities and immigrants in order to receive information on epidemiological requirements in Latvia promptly, ”says the Minister of the Interior Sandis Ģirģens.

During the development of the IECIS technical specification, representatives of the State Police, the State Border Guard and the Center for Disease Prevention and Control were consulted to ensure that the requirements of key users were included. At present, the IECIS technical specification provides for work to be carried out in at least two phases, the second for the implementation of requirements related to the development of secondary functionality, such as the development of a mobile application. The system will primarily facilitate the work of the State Police, the State Border Guard and the SPKC by providing the authorities with the necessary information on specific immigrants who have been identified as self-isolated, the system will also facilitate border control and ensure the quality and speed of data collection. As a result, the supervision of those in self-isolation will be streamlined.

IECIS also intends to develop a notification functionality to inform a person about the need to change the address or about the change of supervisory status. The solution provides secure access, data transmission both sending and receiving data, as well as a solution due to the expected heavy load.

The preliminary development costs of the system are estimated at 36,300 EUR, but the exact amount will depend on the results of the procurement; it is planned to request funds for unforeseen cases. It is planned to designate the Information Center of the Ministry of the Interior as one of the managers of the information system.
