Today, May 7, Interior Minister Sandis Girgen assigned a management task to the Chief of State Police Officer A. In accordance with the procedures specified in the Criminal Procedure Law, arrange for the commencement of a resoric test in connection with the procurement of almost €900 000 of personal protective equipment from China, carried out by the Emergency Medical Service (NMPD) as a commissioning party, the National Health Service (NSD) as a coordinating body, and the SIA “GP Nord” as a supplier. On the “www” portal. Delphi. in the article published on 7 May 2020, entitled “Almost millions of airBaltic cargo from China: Missing mask certificate, Respiratory – Inadequate”, the information allegedly shows the information referred to in Chapter XIX of the Criminal Law “Criminal offences in the economy” and/or Chapter XXIV of the Criminal Code “Criminal offences in the service of public authorities”. criminal offences intended to be committed.

Emergency or not, there is no unacceptable mismanagement and risky procurement that can result in a waste of taxpayers' money. We already see that the pandemic will have significant consequences for the national economy, and national authorities should set an example, firstly by supporting local entrepreneurs and thus “warming” the economy, and secondly by acting frustratingly and carefully on the means of mitigating the effects of the pandemic. The study of journalists is based on the assumption that the procurement of masks and respirators from China contains inaction by state officials, and I therefore directed the police to launch a resoric test in accordance with the procedures set out in the Criminal Procedure Law,” says the Minister of Interior, Sandis Girgens.

A contract concluded on 17 March 2020 between the Emergency Medical Service (NMPD), as a commissioning party, the National Health Service (NSAs), as a coordinating body, and the SIA “GP Nord”, as a supplier with which the commissioning party orders, but the supplier undertakes to supply respirators and facial surgical masks for remuneration within the deadline and quality specified by the contract, comply with the quality requirements and standards specified by the contracting party. The contract was concluded on the basis of Order No. of the Cabinet of Ministers of 12 March 2020. 103 “on the announcement of an emergency” point 4.14, which allows not to apply to the purchase of the Public Procurement Law (goods and services) necessary to limit the spread, treatment and organisation of the outbreak of Covid-19. Additional agreements were concluded during the performance of the contract, which resulted in an adjustment of the total contract amount to EUR 869 482 excluding VAT, including the surgical mask price of EUR 0,548482 per piece, and A FFP-2 respirator of EUR 3.01 per piece. Nearly 900 000 face masks and 80,000 respirators were delivered under that agreement at the end of March 2020.

Similarly, on the abovementioned portal “www. Delphi. in an article published on 7 May 2020, IRC Polska published on 27 March a statement to be read on its home page stating that all certificates issued from 1 to 26 March relating to products related to Covid-19 have been withdrawn. Consequently, on the night from 28 to 29 March, when the first cargo carried by airBaltic landed in Latvia, the certificate which, under the contract, had to certify the compliance of these masks was no longer valid. The ICR Polska Communication also states that such certificates are not comparable to conformity assessment procedures, but highlights in particular that certificates issued under Shanghai MICEZ Equipment Testing & amp; Technical Co. , LTD 'shall be “unfit or falsified” for tests.
