On 5 September, the Cabinet of Ministers took note of the information report submitted by the Ministry of the Interior “On the progress of the work of the Thematic Committee on Civil Protection and Disaster Management System”, which includes solutions discussed by the Thematic Committee on Civil Protection and Disaster Management System (CPDMS) on the establishment of the Crisis Management Centre (CMC) and strengthening the crisis management system.

The CPDMS Thematic Committee has endorsed the establishment of the CMC and its institutional integration into the State Chancellery with functional reporting to the Prime Minister, with the Centre carrying out tasks in five operational areas (situation centre (SITCEN), analysis, planning, resource management and crisis communication) and taking over the secretariat functions of the Crisis Management Council.

 The solution foresees a review of the composition, competences and organization of the Crisis Management Board, expanding its membership to include all ministers. The Crisis Management Board would have the power to issue and coordinate tasks to state and local authorities, legal and natural persons in times of civil crisis. The Crisis Management Board would have the power to declare a state of emergency in the cases and in the procedure laid down by law.

The above solutions will be discussed by the government when the information report “On the Crisis Management Centre and the Crisis Management System” is considered.
